Monaco removes income tax and replaces it with housing cost. A resident pays nothing to the state on earnings and a great deal to hold an address inside 2.08 square kilometres. Everything else, groceries, transport, utilities and restaurants, sits close to the level of the neighbouring French coast, because most of it arrives from there.
Property, the dominant cost
Buying
- Monaco records the highest residential prices in the world, above €50,000 per square metre on average
- Prime addresses in Monte-Carlo and the Carré d'Or trade well above that average
- Fontvieille and Moneghetti sit at the lower end of the local range, which is still far above any French comparison
- Supply is fixed by territory. New stock arrives only through demolition and rebuilding, or through reclamation from the sea
- The Mareterra district, completed in 2024, added six hectares of reclaimed land and is the most recent addition of supply
Purchase costs on top of the price
- Registration duty, charged at a lower rate for a purchase by a named individual than for a purchase through a company
- Notary fees
- Agency commission, customarily 3% paid by the buyer
- Buying through a company carries an annual declaration obligation and a higher transfer rate on later sale
Renting
- A one-year lease is the normal minimum, and the lease is what the residence application relies on
- Studios and one-bedroom apartments start around €3,000 a month and rise steeply with address and floor
- Family apartments commonly run five figures a month
- Agency fees, deposits and a full year committed in advance are standard
- Rent paid is also the evidence of genuine residence that renewal depends on, so it cannot be treated as optional
The alternative, living in France
- Beausoleil sits directly above Monaco and is walkable in minutes, at roughly a fifth of the price per square metre
- Cap-d'Ail and Roquebrune-Cap-Martin sit on either side, at similar levels
- Nice and Menton run lower again
- Living in France and working in Monaco means French tax on that income, which removes the reason for being there. See Monaco taxes
- Around 50,000 people commute into Monaco daily on exactly this basis, most of them employees rather than residents by choice
The neighbouring towns are covered in the French Riviera.
The banking threshold
- Monaco banks generally expect a deposit in the region of €500,000 to €1,000,000 before issuing the attestation a residence application needs
- The figure is set by each bank against the applicant's profile, not by law
- The money remains the applicant's own and is not a fee or a contribution
- Some institutions expect a larger relationship, and private banks set their own minimums well above the entry level
- Source-of-wealth documentation is the slowest part of the process and the most common point of refusal
Daily costs
Close to the French coast
- Groceries, sold at French chains including a Carrefour in Fontvieille, at prices near the French level
- Fuel, at French prices, since supply comes through France
- Utilities, supplied by the state-linked SMEG, at rates comparable to France
- Public transport, with CAM bus tickets and passes at ordinary urban prices
- The public lifts and escalators linking the levels are free
Well above the French coast
- Restaurants and bars in Monte-Carlo and around the Casino
- Hotels, at the level of the Hôtel de Paris, Hermitage and Métropole
- Parking, both resident permits and visitor rates
- Domestic staff, private schooling and private healthcare
- Berthing at Port Hercule, priced by length and season
A resident who shops at the supermarket and takes the bus spends roughly what a resident of Nice spends. A resident who eats out in Monte-Carlo does not.
Services included by residence
- Employees and their families join the Monaco social security system, which reimburses medical costs
- Residents who do not work in Monaco must hold private health insurance, and proof of cover is required for the permit
- Public schooling is available to residents, taught in French
- International schools charge fees, and the International School of Monaco is the main English-curriculum option
What the move actually costs, in order
- Bank deposit, €500,000 to €1,000,000, retained as your own capital
- Housing, either a purchase above €50,000 per square metre or a year's rent committed in advance
- Transaction costs on a purchase, or agency fees and deposit on a lease
- Private health insurance, annually
- Exit tax in the country being left, where applicable, which for some applicants exceeds every item above
- Advisory costs, covering the relocation, the banking file and the tax position on both sides
Permit conditions are set out in Monaco residency. Jurisdictions with lower entry costs are compared in low tax countries.
The constraint that does not appear on a budget
- Renewal requires evidence of genuine presence, so the housing cost cannot be reduced by living elsewhere most of the year
- The ten-year privileged card requires at least 183 days a year in Monaco
- A tax residency certificate depends on the same presence
- The full cost is therefore annual and continuous, not a one-off entry price
