It is also a constitutional monarchy, which means a king or queen is the head of state but elected leaders run the government. Inside the U.K. are four smaller “countries”—England, Scotland, Wales, and Northern Ireland—that share one parliament for national matters but have their own local governments for some issues. So, the U.K. is both a country (because it is a single, independent state) and a kingdom (because it has a monarch).
